Final Summary notes/actions from PAC Meeting 1 - PAC members approved as written

Roles and Responsibilities - PAC approved Roles and Responsibilities Guidelines for their advisory capacity in the development of the California Transportation Plan 2035 pending the following actions: add “transit” to “bicycling and walking;” add “performance measures;" add new item to “address integrating other statewide plans and policies;” and “determine the role of the PAC after the approval of the CTP 2035.” Caltrans will make appropriate changes to Roles and Responsibilities and submit to PAC by February 4, 2009.

Overview of PPP for CTP/FSTIP Development and the CTP 2035 Outreach Strategies - Kerry Loux, Consultant, Moore Iacofano Goltsman, Inc. (MIG)

Consultant provided background for the development of the Public Participation Plan (PPP), as well as an overview of Outreach strategies for Focus Groups and Public Workshops provided PAC. CTP 2035 Timeline graphic used as visual aid. Input regarding focus groups due to Caltrans by February 3, 2009.

Presentation on Smart Mobility Framework (SMF) - Chris Ratekin, Office of Community Planning

Caltrans staff provided information on SMF in response to PAC questions on performance measures for implementing the CTP. Information was provided through two SMF handouts: the SMF Fact Sheet as well as the Smart Mobility Definition and Principles. Both provided by Caltrans staff. Copies of the California Regional Progress Report were also provided as background for performance measures and indicators of the implementation of the CTP. Actions include the following: Caltrans will continue to post draft SMF documents on CTP Web Portal; invite PAC members to June workshop on SMF via listserve created by UCD; and update PAC regarding SMF developments at the June 2009 and August 2009 PAC meetings.

CTP 2035 Development Details - Del Deletetsky, Office of State Planning

CTP 2035 Timeline and CTP 2035 Scope were presented to provide the PAC an understanding of the CTP development; overall concept for CTP 2035 Brochure presented to PAC. Several comments received from the PAC on the draft brochure will be addressed in the brochure. UC Davis will provide PAC review of the draft brochure via email (draft due to be completed in April 2009). Caltrans will post brochure on CTP 2035 Web Portal. Caltrans also requested that those PAC members not signed up yet establish accounts for the web portal for the CTP 2035 update.

Regional Transportation Plan (RTP) Analysis - Laurie Waters, Office of State Planning

Caltrans staff provided an overview of the RTP Analysis common threads within the RTPs reviewed by Caltrans staff. UC Davis will email short summary on RTP analysis to PAC by February 2, 2009

CTP 2035 Strategies Suggestions - Mary Madison, UCD Facilitator and Pam Korte, Office of State Planning

PAC was provided with a listing of CTP 2025 Strategies (Word document) (pdf version) as well as selected CTP 2035 Proposed Strategies (Word document) (pdf version) for evaluation and input.

Caltrans will provide strategies in electronic format around January 28, 2009, with responses from PAC due February 20, 2009 (Caltrans will send reminder to PAC one week and two weeks before feedback due); Caltrans staff will compile comments and send out synthesis to PAC mid-March. Synthesis and input from focus groups will form the basis of a draft working paper for PAC review at the June meeting.

Next Steps - Mary Madison, UCD Facilitator

PAC discussed meeting schedule and requested an additional meeting schedule in June 2009 prior to the future meeting scheduled for the August 2009. Caltrans staff and UC Davis will check for potential dates the third week of June and UC Davis will send notification of the June 2009 meeting to the PAC.

Supplemental Information / Evaluation

An evaluation form was handed out following the meeting. The compilation of comments shows most PAC members shared positive feedback regarding the helpfulness and expectations of this meeting. Expectations included: developing the "meat" of the CTP by building off of the scope, and moving forward with the update and the public outreach. Several would be willing to provide expertise on the CTP 2035 including the following: goods movement; air quality; water quality; climate change; public health; environmental issues; land use planning; etc. There is also strong interest in continuing on collaboration and the PAC.
