Integrating Modal Plans
The California Interregional Blueprint will integrate current and/or proposed modal transportation system and strategic plans into a common framework for analysis. Caltrans is compiling project data from our long range planning documents, as well as projects from regional transportation plans (RTPs), to define the future interregional transportation system.
- 1998 Interregional Transportation Strategic Plan
The 1998 Interregional Transportation Strategic Plan (ITSP) addresses the state highway system, with special emphasis on the statutorily-identified Interregional Road System and other elements of the interregional transportation system, including intercity rail serving the State. The plan identifies 34 high emphasis routes for interregional travel, designating ten “Focus Routes” as the most critical corridors to connect urban areas and goods movement gateways, and to link urbanizing centers and rural areas to this trunk system. The date for the next update is currently under discussion.
- 2009 California High Occupancy Vehicle/Express Lane Business Plan
The California High Occupancy Vehicle (HOV)/Express Lane Business Plan is a framework for Caltrans and its partners to focus statewide activity during 2009-2011 on implementing more flexible and effective system management strategies for HOV and Express Lanes, also known as High Occupancy Tolling (HOT) or Managed Lanes. The next update of this plan will be in 2012.
- 2007-08 to 2017-18 California State Rail Plan
The 2007-08 to 2017-18 California State Rail Plan examines passenger and freight rail transportation in the State, identifying policies and strategies that support intercity rail, commuter rail and freight rail, and addresses high speed rail. The next update of the California State Rail Plan will be in 2012.
- 2007 Goods Movement Action Plan
The State’s 2007 Goods Movement Action Plan (GMAP) identifies priority corridors as an integral part of a statewide, national, and international goods movement transportation system. The underlying principle of this action plan is to expand the goods movement transportation system while reducing freight transportation’s effects on the environment and community health, as the State prepares for the expected demand on its goods movement transportation system when the economy begins growing again. The next update of the GMAP will be in 2012.
- 2006 California Aviation System Plan
The 2006 California Aviation System Plan (CASP) Policy Element describes issues influencing current and future aviation transportation needs and includes policies to support improving system safety for users and workers, improving general aviation throughput, maintaining or expanding airport capabilities and system capability, improving delivery of products and services, promoting compatible land uses around airports, and preserving previous system investments. The next CASP update will be completed by 2011 and will include new projects and priorities based on an updated assessment of current and future needs.
- Statewide Transit Strategic Plan
Caltrans is developing a Statewide Transit Strategic Plan (STSP) to provide common goals, mission, and an action plan that recognizes transit as a critical part of the larger transportation system. The action plan will enable the State to facilitate the delivery of cost-effective public transit services that support improved mobility, climate change goals, job access, and environmental improvements. The STSP will also assist Caltrans in defining present and future roles and responsibilities to better support public transportation. Caltrans expects to complete the STSP by October 2011.
